Withdraw PayPal Funds to Visa Electron Debit Card
I changed my mind of keeping my PayPal funds and wanted to have a thrill to withdraw for the first time. Why not be part of PayPal history in Malaysia? Coincidentally, I have a Visa Electron Debit Card issued by Public Bank which has been attached to my PayPal account.
Follow the steps below and you will see moolah in your dreams :) Keep fingers cross okay? Hopefully PayPal will not rob your money!
1. First, log into your PayPal account and click on the “Withdraw” menu.
2. Next, click on the link “Transfer funds to your card”. It can either be a credit card, debit card or a prepaid card with a Visa or MasterCard logo on it.
3. Enter the amount you wish to withdraw. If you are withdrawing USD funds, PayPal charges USD 5 per withdrawal. For example, if you enter USD 105 in the amount text box, you will receive USD 100 after deduction of USD 5.
4. Review your withdrawal details. If the details are correct, click on the “Confirm” button. Click only once okay? ;) You may click on the “Edit” button to change the amount. (”Edit” button is not in the picture.)
5. Finally you will be shown a confirmation message that your withdrawal request is in process. Easy ain’t it?

Tell me if the withdrawal from the ATM is simple and the charges are not throat cutting.

Rauff, I am using Public Bank’s Visa Electron Debit Card. Withdrawal is free at all Public Bank’s ATM machines. If you withdraw money with credit cards, there is a cash-advance fee.

I had read once blogs that said some bank of the card might not refund to paypal if refused to withdraw into CC, so don’t try with any CC.
As i know RHB, Maybank, HSBC, Citibank, PB, OCBC and some bank CC only allowed. While those islamic bank CC, mastercard, ambank nexg prepaid mastercard, don’t ever try to withdraw them.
For your information, only Visa cards (debit or credit) can be used to withdraw funds from PayPal. You will have to check with your issuing banks first. Al-Rajhi ATM cards are also Visa cards which you can withdraw PayPal funds to. It seems their forex rates are more competitive compared to Public Bank.
Let me find out the charges from Public Bank after the holidays. From the rate they charged me, it seems the rates imposed on my withdrawal was their buying TT rates on the day of transaction. That is the reason why I didn’t really find out. You can see them here.
Withdrawal of funds from Public Bank ATM machines will be free but not at other ATM machines.
Dear wilson1stop. According to Public Bank Card Services, there was no charge imposed by Public Bank. Only Visa decides on the currency exchange and not Public Bank which I initially thought.

malcolm: hi uzume. thank you for your question. From what I have read on other blogs, UOB does not allow transfer of funds from PayPal to their Visa Electron. However, please call their UOB card services for more information. The number is usually behind your card.

i’m not sure what is paypal actually, but most of the customer who came to open an account (in order to obtain al-rajhi debit card) says it is for the usage of paypal. using al-rajhi card it works to their needs.

Answer: You can accept PayPal payments even without verified. However, you will have 30 days from the date of transaction to verify your card (enroll in Expanded Use Program) before fully accepting any payments. If you do not verify your card within 30 days, that payment will be reversed.
Question: How long it takes to verified an account and when can I use that money?
Answer: As fast as you can see the USD 1.95 transaction in your card statement. Register for online banking for your Visa Electron and you should be able to see the transaction in a few days. The longest it will take will be 3-5 business days but it can be much earlier depending on how early Public Bank updates your online statement. If you were to wait for the hard copy statement to be mailed to you, it will take longer as the statements are mailed once a month. You can withdraw at any Public Bank ATM free of charge and use it immediately.
Hey I just got my Visa Electron Debit card from public bank but I can’t seem to get the expanded number working. It says We were unable to verify this credit card. Please check if the information you entered is correct. If the problem persists, please try to enter a different credit card.

Malcolm: Hi Crovax. Go to the customer service counter of any Public Bank branch and tell them you want to apply for Internet Banking for your Visa Electron. You can view your online statement as soon as it is activated. Make sure you bring along your IC and Visa Electron.

Question 1: How do i bank in money (top-up) using PB cash deposit machine?
Bring some cash and select “Credit Card” payment at the machine. Enter your card number (16 digit) and amount as required by the machine. Enter the amount and place the notes into the machine. Just follow the instruction at the cash deposit machine for subsequent steps. It is very easy.
Question 2: How to add money (funds) to my paypal account?
You can add funds to PayPay by accepting payments from others. If you buy from stores which accepts PayPal, funds from your card like your Visa Electron will be transferred to your PayPal account and immediately transferred to the seller’s PayPal account. In short your PayPal balance will always be zero unless people make payment to you.

Malcolm: Hi Brian. If Maybank allows withdrawal of PayPal funds to its newly launched Visa debit card, you can withdraw from the ATM machine. After all the the funds goes directly to your savings or current account. Let us test and hope for the best :)

a) Click here to register a PayPal account. You can also click on the PayPal logo on the right bar of this blog. Select for a Premier or Business Account to save on transaction fee when accepting payment.
b) Not a single MasterCard is supported in Malaysia as of March 2008.

-the RM100 will be converted to USD (100/3.15 exchange rate) = around USD32
Now is that means that my Paypal account would only allowed me to pay not more than USD32.

Malcolm: Hi Patry. RM 100 is deposited into your account but you must always maintain RM 25 in your Visa Electron at all times. That means you can spend up to RM 75 now or its USD equivalent at the time of transaction.
When you deposit funds into your Visa Electron, it is not transferred to your PayPal account. If you are using your PayPal account and with this Visa Electron as the source, PayPal will fund the payment from this Visa Electron and make payment to the seller you bought from. In short, your PayPal balance will always zero unless you accept PayPal payments from others.

Thank you for your questions. When you register for a PayPal Premier or Business Account, please select the country “Malaysia” from the drop down menu. You won’t be able to miss this first step when selecting either to register for a Personal, Premier or Business Account. I recommend you to sign up for a Premier or Business Account if you are going to accept PayPal payments. These accounts charges less for each payments received than a PayPal Personal account.

Malcolm: Hi cyenxian. Thank you for your comment. Before there are funds in your PB Visa Electron or any debit/credit card, you will need to explicitly withdraw it like how I did here.
After you have withdrawn your PayPal funds to your card, you will receive the equivalent in your local currency (like Ringgit Malaysia) based on the foreign exchange rate at the time of transaction.
I have successfully withdraw money from paypal to my PB VE. Yes, it is very easy and very fast to w/draw money from paypal.

Following several communication via emails with PayPal team, I still don’t get a specific answer from them. In the last email, I was told to wait.

It seems that there is a withdrawal limit of USD500/day from paypal.(to malaysian visa debit/credit cards)
Paypal says “verified members have unlimited send, receive, and withdraw capabilities on their accounts”
Some who have have verified their paypal accounts still complain about the USD500/day limit
Is there a way around this? I also heard that if you are lucky, Paypal can negotiate with individuals to lift this daily limit.

If you plan to withdraw PayPal funds to your Malaysian Visa branded credit or debit card, you will be limited to USD 500 a day. For cards from other countries, you can check your daily withdrawal limit to cards by signing into your PayPal account and click View Limits on the Account Overview page.
The link is at the top right corner of the box which displays your current PayPal balance.
The work around is to withdraw to a bank account in the US and PayPal will not limit your withdrawal amount. However, please do not withdraw huge amount all of a sudden without a history of gradual withdrawals. If you are PayPal, you will be concern if it is an act of theft. A little common sense will help to avoid suspension of your PayPal account.

PayPal does not allow you to add Al-Rajhi Visa debit card to your PayPal account for funding purpose as what you tried to do. You can only add this card when you withdraw PayPal funds. In short, Al-Rajhi Visa debit card is only for withdrawal purpose and cannot be used as a funding source which require you to verify your card first.

Yes Canny. After deducting USD 5, you will receive USD 45 net. There will not be any other charges by Public Bank or PayPal. When the fund is transferred to your Public Bank’s Visa Electron, the foreign exchange is determined by Visa.
However, only use Public Bank’s ATM when cashing out with your Visa Electron issued by Public Bank. If other Malaysian bank’s ATM is used, Public Bank will charge RM 10 per transaction/withdrawal.

I’ve applied for a Public Bank’s Visa Electron Debit Card and I’ve also registered in PayPal. Now I am at the stage of confirming my card with the 4 digits given in my card statement. How do I check that? Do I have to visit Public Bank itself?
And also, is it possible to apply for Internet Banking for your debit card through ATM? Apparently, in pbe.com.my, they have stated that you can register using an ATM, but I wasn’t sure if it’s just for a bank account, or if debit card is included as well.

Thank you for your questions and don’t worry about asking amateurish questions. They are not.
1. As for your 4 digits to confirm your card, you either have to wait for your coming statement which has the 4 digit beside the word “PayPal ….” or view your statement online at www2.pbebank.com.
2. For your MEPS ATM debit card, registration of online banking is done at the ATM. For Visa Electron, I was instructed by the customer service counter at a Public Bank branch to register at their desk and not at the ATM. Customer service is usually a table separate from the usual counters.
They gave me a form to fill up and told me it will be activated within 1 business day.

Hi Yap. Good question. According to Customer Service of Public Bank, there is no maximum balance imposed on PB Visa Electron. There is also no limit to the amount you can spend on retail purchases with PB Visa Electron as long as there are sufficient funds in the card.
However, there is a limit of RM 5000 per day for ATM withdrawal. This limit can be increased by contacting PB Customer Service (phone and fax) as stated behind your card.

Thank you for your question. You do not add funds to your PayPal account using credit or debit cards. Whenever you made a purchase, funds will be automatically transferred to your PayPal account and almost instantly transferred to the merchant/store you are paying. Just make sure you have enough funds in your Visa Electron Debit Card before any purchase with or without PayPal.

You do not add funds from credit or debit cards to your PayPal account. When a payment is made using your PayPal account, the amount is transferred to your PayPal account and immediately to the merchant/seller.
As of this month, you cannot withdraw funds to any Mastercard in Malaysia. Only Visa cards with Public Bank, Al-Rajhi bank and another foreign bank which i can’t recall allows PayPal funds withdrawal to their Visa cards. It is best to contact the cards customer service department of your issuing bank.

The rate is not based on the visa. It’s based on what Paypal give right? I just checked, every time when we want to withdraw funds from paypal, there’s a currency converter, the rate is quite low compare to the visa rate. it’s about RM0.10 lower. There’s a lot.

Meanwhile, keep sending emails to PayPal support to bug them. :) Since PayPal promised 5 to 7 working days, we should be very concern after 14 working days (my rough estimate). I mean, giving them a buffer period of 100% is enough.

I was under the impression that I will use my USD115 balance to pay for it, while the rest of the USD15 will be credited directly to my credit card. Am I right?

No harm trying to test purchase yourself. If it fails, PayPal will inform you. As far as I can recall, PayPal uses your PayPal funds first and then only your card. After the transaction, share with us the outcome. We would like to hear from you.
However, if you have less than USD 10 in PayPal, I remember PayPal charges the card first. It happened to me once.

From 30th September to 8th of October, it is only 6 business days in the United States. I exclude 30th September as you may have withdrawn later in the day. PayPal promised to remit within 5 to 7 business days which probably means working days of both your card issuer and PayPal. You probably need to take into account the recent Malaysian public holidays. Perhaps you will receive it by end of next week?
At the moment, there are a number of Malaysians facing withdrawal issue. The good news is some have received their funds after a slightly longer wait.

Is there anything to do with Malaysia Public Holidays? Because i called Public Bank today, they said they have received nothing from Paypal’s bank. It said this transaction involved 4 parties, me, Public Bank, Paypal and Paypal’s Bank.
Right now, I’ve done my withdrawal, Paypal completed the transaction, Public Bank received nothing. That means the only problem might be the Paypal’s bank who has not done their part yet.
Then I called Paypal, they didn’t really give me a clear answer. The only reply I got was: If you have not get your payment within 14 business days, please call us back, we will help you to get back the money.
Now I am a little worry whether I will receive the money, because for all my previous withdrawal, it always take 6 days.
Hopefully, I am able to receive soon.

I wrote before on this blog regarding non-receipt of paypal withdrawal and sad to know that there are people around have the same problems.
My problem still unresolved, actually my withrawal made and completed on 12 Sept, but until today I still didn’t see the money in.
I maybe exercise my right and ask the paypal to trace fund while I m waiting for “TuneMoney” co to recover the money. I really don’t know whose problem is this?? I have been waiting for so long.
Then so lucky recently I withdrew my paypal to my PB visa electron card just last week and I have already receive the money yesterday, WOW SO FAST !!!
Just to share this and wish all the “paypal” pal receiving their money soon.

Weird!! I withdrew on 30th Sept and 3th Oct. But I just received the 3th October’s withdrawal. Till now, no news at all on 30th sept withdrawal. How come the later withdrawal was received first than the earlier withdrawal?
Hi Jasmine. I have come across someone who is able to withdraw to their HSBC Visa Credit Card. I saw it somewhere on the web. Just take note of payment advance fee when withdrawing cash at ATM machines.

I think there should be no problem to withdraw with your VISA credit card, I have tried AmBank, OCBC and HSBC, sofar they are okay and I received the money promptly.
Lately, I need more cash (of course CASH is king), so I searched around and found your blog (actually I need to thank you for giving this valuable info to people to know how to withraw their money from paypal, thank you).
First, I got to know about TuneMoney and subsequently PB. Actually the 1st 2 transactions with TuneMoney is smooth and no problem, but the 3rd one on 12 Sep 08 was stuck until now and I
don’t know what’s wrong.
So, the lastest one and the 1st withdrawal with my PB VISA electron was very fast like what I have told you.
Of course I will recommend PB than TuneMoney because PB is a bank (one of the biggest bank in M’sia) and TuneMoney is just a company, then you should see the different.

So you received the money in your HSBC visa card before. Did you use them to offset your credit card’s expense or you cashed them out? If you cashed them out, how you did that? Request HSBC to send you a check? Any charges for withdrawing out the money from HSBC?

Sofar the withdrawal to my credit card just to offset (settle) my credit card outstanding. That’s why when I don’t have much outstanding to be offsetted, I thinking of withdrawing cash but I thought that if I withdraw with my credit card, there might be advance fee of 5% therefore I never try and didn’t ask the bank as well.
Then later I found that there is a way to withdraw with VISA debit card, so I didn’t bother about that.
If you have the answer, pls kindly update us.

I didn’t call them…just mail only. And everytime, it’s the same reply. “We are investigating where the money is”. What a lame excuse. Do you need more than 1 week just for the bank to do checking? Very unprofessional.

After bugging PayPal customer service department with heaps of emails for about 1 week, they finally said the money will be credited back to my PayPal account within 10 days.
Obviously it was their system error and didn’t send the funds to my debit card, yet kept telling me “it’s completed through PayPal system”.

The key to dealing with PayPal is persistence. Keep putting heat on them until the issue is resolved.

“After checking, we have helped you to contact your credit card issuer to investigate the missing fund. You are supposed to get the fund within 5 days. Appreciate your patience.”

Basically, I wanted to know can the “PB Visa Electron Debit Card” be used for online purchasing? Have anyone successfully bought stuff online using PB card??
Because I know many debit cards out there that don’t work when it comes to purchasing online. (eg: Maybank Visa Debit, Al-Rahji Debit card)
Hi Footy. Yes, PB Visa Electron Debit Card can be used for online purchasing. I have done that before. Maybank has not allowed their Visa Debit Card to be used online for the time being. Please confirm with your card issuer/bank if your card can be used online or overseas.

I just got my PBE Visa Electron debit card today and I try to withdraw the funds from my paypal account to my debit card but this thing comes up :-

I already top up RM25 before the issuance of the card last month. What should I do now? Do I need to top up another RM25 or is there any step missing?

Hi Jac. I don’t think you can immediately withdraw funds to your card if you have not verified your card. You can read my post on why RM 25 in your Visa Electron is not enough.

I’m having the same problem. My PayPal withdrawal status shows complete but the money is not credit into my Public Bank Visa debit card account. I’ve called Public Bank and they said there’s no transaction from PayPal and that is after 3 days from the status of completed from PayPal. Usually when PayPal shows completed it only takes them 1 day to credit the money to my account. I think something is going on at PayPal. I’ve read from United States eBay forum (Seller Central) and it seems that there are a lot of glitches with PayPal lately and the Americans are also having problem withdrawing their PayPal funds to their bank accounts. Something fishy is going on at PayPal lately.

Hi Daniel. You will just need to follow up with PayPal either by email or phone just like the others who have done for a month. Put some heat on them and you should receive your money although it may take awhile. Persistent follow up is the key.

I already deposited rm25 and i understand that i need to have at least rm35 in that card account. But i need to be able to add the debit card to my profile first and only then i add on rm10 and proceed with expanded use program.

Hi Tham. Withdrawal limit at ATM machines depends on the regulation of your bank and has nothing to do with PayPal funds withdrawal
If you are withdrawing funds from PayPal to your credit/debit card, the limit is USD 500 per day. If you have 50,000 USD in PayPal, consider withdrawing to a bank account in Singapore, US or another other countries applicable to you. You do not have any other choice. Please beware of withdrawing large sum at one go. Start with small amount and incrementing it as PayPal’s system may wary of your suspicious activity.

Hi Pling. If you are worried, you may want to consider selling your PayPal funds in return for your local currency. This way, you need not withdraw your funds and probably save on withdrawal fees.
I have just receive payment thru Paypal. I have 2 issues currently.
1) Firstly after receiving payment, Paypal has decided to hold and review my transaction. Why is that? Has anyone experience this before?
2) Secondly if I were to withdraw the funds to my HSBC Visa credit card, can I transfer the funds to my HSBC current account using internet banking? Are there any charges for this?

Hi Yuk Weng. If PayPal’s system detects suspicious activities, it usually hold and review transactions until some proof of identification is presented. I usually advice customers to not withdraw a large sum in the beginning. Perhaps start with USD 100 and increase gradually from there.
